Ratcliff was first asked to test several architectural plan configurations to determine if program requirements for a new Outpatient Surgery Center could be met in an existing 36,000-square-foot county-owned office building. The validation team met with representatives from the departments of Surgery, Radiology, Pharmacy, Laboratory Services, Hospital Operations and Management team and the County Facility and Fleets group to determine intent of utilization for this facility. From these meetings it became clear that for optimal functioning, a minimum of six OR's and associated support space for preparation and recovery would be required. Further investigations deemed the life cycle of the existing building would not be on par with other County facilities and the decision was made to design a new building from the ground up.
