The NorthBay Medical Center Expansion project (NBXP) includes renovation and expansion of NorthBay Healthcare’s existing 3-story acute care hospital. Major components of the project include a 3-story above-grade addition that includes new Imaging and Dietary facilities on Level 1, new Acute Care Nursing Beds on Level 2 and new Operating Rooms, Pre-op and Post-Anesthesia Care on Level 3. The project also includes renovation at the existing Level 1 to expand the Emergency Department as well as construction of a separate 1-story Welcome Pavilion (non-OSHPD and the first project to be completed). The Welcome Pavilion provides a central point for patents to register and meet with financial counselors prior to admission. It also houses the gift shop and provides lounge and gathering space for patients and visitors. The design goal was to decant space from the existing ED that was not required by code, in order to create space for the ED expansion
The 100,000 sf project, with a project budget of $159 million, is being implemented utilizing the Integrated Project Delivery model in which all parties agree to utilize Lean principles to maximize value for the customer, NorthBay Healthcare. The project design team works together with the contractor at the site to solve problems during design and construction. The team utilizes pull planning and other Lean tools to eliminate wasted activity. Ratcliff is providing architectural services and is the Architect of Record (AOR). DPR Construction (DPR) is the Construction Manager.
In order to work within the approval timelines required for the agencies having jurisdiction, the project has been broken into different packages for design documents and plan review. The first package which falls under the jurisdiction of the City of Fairfield, includes all site work and the Welcome Pavilion. Subsequent packages, which fall under the jurisdiction of the California Office of Statewide Health Planning and Development (OSHPD) include oxygen line relocations, Data Center relocation, connection to the Pavilion Building, the 3-story Expansion and the ED renovation.
